Liaison dispute defines City Council session
Board also OK’s funds to help fight local gangs



Ontario — The Ontario City Council approved funding to fight a local gang problem, Ok’d two system development fee resolutions along with concrete repairs to the East Idaho Avenue underpass and listened to local veterans  voice opposition to a councilman’s appointment as a veterans liaison Monday night.

While the funding for the gang enforcement officer was the key issue at the session, the resistance from several area veterans groups regarding Councilman Ron Verini’s appointment as a liaison between veterans and the elected board took centerstage.

 The dispute eventually concluded when Verini walked out of the council session.

Verini’s departure signaled the end of a period of contention that began during the public comments portion of the City Council session. During the public comment period, American Legion Post No. 67 Commander Stephen Farrow asserted the group had never appointed or elected Verini to represent them.

Members of Ontario’s Disabled American Veterans D-Day Chapter 18 and Veterans of Foreign Wars Post No. 5452 also spoke at the meeting, expressing Farrow’s sentiment.

Ontario resident Doug Dean spoke out in favor of Verini’s position and said Verini allowed a line of communication for veterans not involved in the organizations.

Ontario Mayor Joe Dominick indicated he was convinced he should remove Verini from the veterans liaison slot.

Dominick said he recognized some people might consider his action as caving in to pressure.

“I prefer it be said that I changed my mind,” he said before removing Verini from the liaison position.

Verini spoke out against the decision. He said he believed Dominick was, indeed, caving in to a small group of people.

“You don’t have the guts to stand up and let me keep this position,” Verini said.

Verini also asserted he did not represent any one group of veterans and called the action a slap in the face of every veteran and active duty person in the city.

“You’re just about over the line,” Dominick told Verini.

Verini continued to pack up his belongings as he responded.

“I am over the line?” he said.

Verini then began to walk out of the council chambers.

“I happen to be a little upset,” he said.

Councilman Bruce Tuttle said he serves as a liaison to the Ontario Airport and does not vote on issues presented to the committee.

“I’m just there to bring back facts, figures, wants and needs,” he said.

After the meeting, Dominick spoke about the interaction.

“I’m surprised at his (Verini’s) reaction,” he said.

He also said about 40 veterans opposed the position, with only three for it. Dominick said he planned to meet with Verini to discuss the issue further.

Verini, who did not return to the meeting, said after he did not know what the future held.

In a phone interview after the meeting, Verini found fault with the fact Dominick did not consult other council members before reaching his decision. However, at the meeting, Dominick said he had the power to remove Verini from the position since he was the one who approved the position.

In other council action:

— The council also approved a plan to fund a patrolman position with the Ontario Police Department in an effort to tackle the local gang problem.

The elected board agreed to use $80,000 from interest earnings on cash reserves and increased motel occupancy tax receipts to fund the endeavor.

The new patrolman slot will free up an officer, previously dedicated to patrol duties, to focus on gangs.

“The police department needs at least one more body right now,” Ontario City Manager Henry Lawrence said.

In 2006, OPD Chief Mike Kee said the department allowed one patrol officer to focus only on gang issues for the summer months.

“We had him do nothing but gangs, do nothing but shake some trees and see how many gang members he could get to fall out,” he said.

— The council also held a public hearing and approved two system development charges resolutions. The first resolution listed capital improvement projects such as pump stations and water storage facilities to be funded with SDCs.

The second resolution presented the SDC fee schedule, with Interim Public Works Director Chuck Mickelson highlighting the fee schedule for different areas of the city under the plan.

— The Ontario City Council also approved taking $30,000 from the city’s contingency fund to create a part-time economic development coordinator position, which would be filled by part-time airport manager Alan Daniels. Daniels will now spend half of his time focusing on the airport, for which he has obtained a number of significant grants for the city, and the other half as economic development coordinator, finding further grants for the city as well as working to market the city of Ontario.

Ontario City Councilwoman Susann Mills expressed her approval of the $51,034 salary.

“I believe it will come back twofold,” she said.

Dominick requested a monthly update on grant searches, which Daniels supported, asserting the grants require a close working relationship with the council.

— Lawrence informed councilmembers about a downtown revitalization meeting slated to take place at 7 p.m. Tuesday. This meeting he said, would be an informal one that would “dispel the myths and rumors” surrounding the potential project.

Recently I read an article in the local newspaper about how local vets groups forced mayor’s hand. My dad was a life time member of the DAV. For my brother and I like so many other veterans cannot become members of these organizations. I will continue to support these organizations because of their support for veterans. My concern is these are national organizations that have bylaws and requirements on how to handle local politics. I hope that each one of these organizations discussed this with their membership or the executive members prior to addressing the City Council. What was being proposed was to create a liaison position to allow ALL veterans a line of communications to the council. I support this just as they have done for others.

I do not know council member Verini but to read articles, he has worked in the community for veterans. To read the blogs it is heart breaking to see what people are commenting on trying to discredit Mr. Verini.

The Pencil for Peace program is a valuable program. My great grandfather and grandfather fought in Europe during WWI & WWII. I benefited in the 80’s from their actions in the early 1900’s. Older Germans appreciated what Americans did for them and they showed it even in the 80’s. You hope to be able to show the another side of Americans by creating these programs.

I do thank Mr. Verini commitment to Veterans and other programs.
As National Organizations, please beware of the impacts on others when getting involved in local politics.

" I think everyone has been taken in by Verini’s smooth talking and telling everyone he wants to help Veterans. I think if everyone googles his name they will find out he has never done anything for Veterans until the last several years when he arrived in Ontario. Then the big push was on. I think Verini used the local Veterans as a stepping stone to get known in the community and to establish himself by calling himself a Veterans Advocate. What is Verini’s main goal for using our Veterans in order to make himself look good? From his articles in the paper it appears that he and that Sandoval from Vale are the only ones in the area doing anything for Veterans but talk is cheap. I know for a fact that the local Veteran organizations help Veterans and their families and you don’t even have to be a member of their group. The only difference is when the Veterans groups do something for someone they don’t run to the newspaper and broadcast it all over town. Red flags should have went up on everyone when Verini wrote in one of his articles “ I want everyone to benefit from my experiences.”
Way to go Mayor Joe, you did the right thing and since Verini made an A—out of himself at the council meeting, this goes to show that he is disrespectful and unprofessional and was the wrong choice and by walking out he closed the door on the council and you should not let him back in. Let him move to Vale because he is not needed here. "

" It amazes me how one person can cause so much drama in our little town. In the newspaper it was reported that citizen Doug Dean supported counicalman Verini, which is fine, but they failed to mention that Mr. Dean is Councilman Verini's brother.

Councilman Verini talks about doing so much for veterans, but the big question is what has he really done to help them besides talk? He is so worried about helping our community, but all the projects he supports helps others in other countries. What about our local children who need school supplies councilman? A lot of the children here are children of veterans, or did you forget that?

And since all of your articles discuss what you and Chris from Vale have been doing in Ontario maybe you should pack your stuff up and move to Vale and stay there. Leave Ontario alone. We are better off without you. "

If the Mayor wishes to appoint another counsel member to this position I have no problems with this. When I ran for the spot on the city counsel I made it very clear my stance on veteran issues. With the very probable deployment of the 116th from our own area I stand firm that the city needs a direct line of communication from and to both the service members and their families so that any of their needs or concerns can be addressed. Veterans are not turned away in this community if they need help from any of the DUES charging organizations, wether they are a member or not. Can the Veterans Advocates of Ore-Ida say the same. Just because the American Legion, DAV, VFW don't publish the vets that they help doesn't mean they don't. When Ron ran for the vacant City Council position, he said one of the reasons for applying was that he wanted to be an advocate for Veterans of all stripes, and I heard no opposition from you; in fact, you appointed Ron to serve as the liaison between Veterans and the Council. You have to know that this is a passion of Ron’s. Just read his column in the Argus, and look at what he does to send school supplies to children in Iraq and Afghanistan, and to get packages to our troops.

You also can’t tell me that you knew nothing about these various groups wanting to appear before the Council to ask that you cancel the appointment of Ron to the liaison position. To not advise Ron of what appeared to me to have been an organized vendetta so Ron could be prepared, is really sorry. This appears to me to be turf-protecting being carried to the extreme or pure idiocy on the part of these organizations. Perhaps, as a Veteran, it is why I am not an active member of any of them.

Ron wished to serve as a potential contact for anyone with ties to the military, active duty, retired, veteran, family members, military organizations such as the 116th, etc. These three organizations that wished not to liaise with Ron represent only a very small percentage of the total number of such people in our community, which means a large number of citizens who could have had a voice at city hall may not be represented as they should be. Furthermore, they didn’t have to deal with Ron in any way if they didn’t want to as I see it. Just think Joe, at the dollars being spent on the new Armory, and the potential for the 116th to be redeployed in the years ahead. Wouldn’t it be prudent to have one Council member in tune with all of these issues?

You need to resolve this in favor of the majority, and the majority is not represented by those alphabet organizations that, for reasons no reasonable person could understand, do not want the City Council of Ontario to have someone appointed as a point of contact for people with questions regarding dealing with the military, past or present. How stupid is that? "

" I feel that a great injustice was done to the veterans of this community. These veteran groups represent only a small number of the veterans within this community. With the Mayor “caving in” to these groups, is he not saying that if you are not a member of one of these three organizations then you don’t count? Which one does he endorse? This whole action is reminiscent of how our Vietnam veterans were treated upon their return home, cast aside and told that they don’t matter and are an unwanted member of society. Councilor Verini chose a path, and I as Mayor chose a path. Mine was that of respect. Time will tell, which path Councilor Verini chooses... "
